The Eulophidae are a large family of hymenopteran insects, with over 4,300 described species in some 300 genera. The family includes the genus Elasmus, which used to be treated as a separate family, "Elasmidae", and is now treated as a subfamily of Eulophidae.

This species is unusual in having a very large mouth opening. A key is presented to separate it from other species of North American Tetrastichinae with such a large mouth. LaSalle (1994) provided a key to North American genera of Tetrastichinae A key including all European species of tribe Euplectrini is presented. Prior to this paper the identification of European Euplectrus species has been difficult and misidentifications have probably been common. Existing host and geographical records in the literature must therefore be treated with great care.

This is the third part to describe the Eulophidae of Costa Rica, with this volume focusing on the genus Horismenus. This volume includes a study of all known species of the genus Horismenus Walker (Hymenoptera: Chalcidoidea: Eulophidae).
